Procedural noise pack texsize_* vec4 constants. Module-scope (was
previously emitted inside fs_main) so lifted user functions that
reference texsize_noise_lq.zw for a per-texel offset compile cleanly.
The values are fixed at engine init (see onedrop-renderer::noise), so
promoting them from let to const is a free win.
